Palm Harbor sits at the north end of Pinellas, between Dunedin and Tarpon Springs, running from the Gulf back to Lake Tarpon. It feels like a town, it is named like a town, and it is not one: Palm Harbor has never incorporated, and is governed by Pinellas County.
What houses rent for in Palm Harbor
The median rent for a home in Palm Harbor is around $2,175 a month, with single-family houses above that and condos below.
Direction matters as much as the number in this county. House rents here have been roughly flat over the last year, which is steadier than Clearwater just south, where they fell. Flat is not bad news. It means an owner pricing off last year's number is close to right here, which is unusual in Pinellas at the moment.

No city, and a tax bill that still says otherwise
This is the part owners find confusing, and it is worth the two minutes.
Palm Harbor never incorporated. There is no city hall. Pinellas County handles permitting, code enforcement, and zoning, and there is no city millage on your tax bill because there is no city.
What there is instead is a municipal service taxing unit, a county mechanism that lets a defined unincorporated area tax itself for services it wants and the county does not provide everywhere. Palm Harbor's funds the public library and the recreation facilities and programs, and the county contracts the day to day running of it to a non-profit, the Palm Harbor Community Services Agency. Fire protection comes from a special fire district, which is a separate arrangement again and dates to the 1980s.
For a landlord three things follow.
That line is not a CDD. A CDD assessment mostly repays bonds that built roads, drainage, and amenities inside one community, and its debt half eventually ends. This is a services levy across an area, and it does not end, because libraries and parks do not finish being paid for.
It is not an HOA either. If your house is in Lansbrook or Ridgemoor you may well have all three: the county taxing unit, a CDD if your community has one, and an association. They are separate bills from separate bodies and they are all yours.
It still comes out of your rent. Whatever the line is called, your tenant never sees it, so it belongs in your arithmetic before you set a number rather than after.

What no city government changes day to day
Less than owners fear, and something.
Code enforcement is Pinellas County's rather than a city's, which generally means a complaint-driven process rather than a patrolling one. That is a meaningful contrast with Dunedin immediately south, where the city enforces its own code and has done so aggressively enough to make national news. If you own on both sides of that line, do not assume the same tolerance.
There is no city layer on the landlord rules, but then there is not one anywhere in Florida: local tenant ordinances were preempted statewide in 2023.

Is Palm Harbor a city?
