Westchase sits in northwest Hillsborough off Race Track Road, close enough to the Pinellas line that a tenant can work in either county. It was built through the 1990s and early 2000s around a golf course and a walkable village center, and it is the most expensive suburb we manage on the Hillsborough side.
What houses rent for in Westchase
The median rent in Westchase is around $3,000 a month across property types, which puts it above Carrollwood, Valrico, and every other Hillsborough suburb on this site.
What carries that number is the community rather than the square footage: the village center, the golf, the pools, and the fact that a tenant can commute east into Tampa or west into Pinellas without committing to either. Your house competes against other Westchase houses with the same access to all of it, so condition, photographs, and the date it is available do most of the work.

Two boards, two bills, and only one of them can cite you
This is the Westchase thing worth knowing, and it saves real time.
The Westchase Community Development District is a unit of local government. It maintains the common areas: the landscaping, the parks, the retention ponds, the rights of way, and the conservation land. It funds that through assessments that appear on your property tax bill as a non-ad valorem line, in two parts. A debt service assessment repaying the bonds that built the infrastructure, and an operations and maintenance assessment for keeping it running. The debt half ends when the bonds are repaid. The operations half does not.
The Westchase Community Association is the HOA. It runs the two swim and tennis facilities and it enforces the deed restrictions. It is the body that notices your tenant's boat in the driveway, and it is the body that writes to you about it.
For a landlord the practical consequences are three.
The tax bill number is not the association number. Both are real, both are yours, and neither is optional. Budget both before you set a rent, because your tenant sees neither.
A violation notice comes to you, not to your tenant. You are the member. Whatever your lease says about who is responsible, the association's relationship is with the owner.
Call the right one. An assessment question is the district. A rules question, an architectural approval, or an amenity question is the association. People lose weeks on this.

The tenant who can work in either county
Westchase's location is doing something the rest of our Hillsborough pages cannot claim. It is close enough to the county line that a household with two people working in different directions, one into Tampa and one into Pinellas, can live here without either of them committing to a long drive.
That widens the applicant pool in a way that shows up as shorter vacancies rather than as higher rent, which is worth understanding when you compare Westchase's numbers against a suburb further east.

What is the difference between my CDD charge and my association dues?
The CDD is a unit of local government whose assessments arrive on your property tax bill and pay for common area infrastructure and its debt. The association is the HOA, which runs the swim and tennis facilities and enforces the deed restrictions. Two bodies, two bills, both yours.
I got a violation notice about my tenant. Who handles it?
You do, because the association's relationship is with the owner rather than the occupant. Send it to us and we will deal with both sides of it, but it does not become your tenant's problem just because the lease says so.
Will my CDD assessment ever go away?
The debt half ends when the bonds that built the community are repaid. The operations half does not, because somebody has to keep maintaining what was built. The tax bill shows the split and the district publishes its budget.
Why is Westchase more expensive than Carrollwood?
Newer houses, the village center, the golf, and a location that works for a household commuting in two directions. You are renting the community as much as the house, which is also why two similar listings can perform very differently.
